The Ibanez Weeping Demon can do that (and it can work in spring-back mode, too). I happen to have one and do just that to make my tone "nasal-er", and it works pretty well (especially when blended back with the clean using the LS-2).
I'm not sure I'd install one of those in the pedalboard *just* for that one use, tho - it's not the smallest footprint you'll ever find, hence my suggestion to try out the Obama Wah distortion (that one I haven't personally heard in action, tho). If you do want a wah, tho, I can never recommend the Demon enough: very versatile, great sound, great price.

In addition to the Obama Wah, there's the Dunlop Q-Zone (the original ones go for pretty cheap on eBay) and the Custom Guitar Gear Jekeko (a boutique clone of the Q zone). Keeley also makes one, but it's quite a bit more expensive than the others.

Since a wah is usually a band-pass filter, then yes, a half-cocked wah left in a single position will do a very nasally sound.
Any pedal that has a mid knob can get nasally if you crank the mids and turn down the bass and treble. I know that the Guv'nor has a mids knob, as does the VT Bass and the EHX English Muff'n. There are a bunch more, too.
Also, the tubescreamer is well-known for having a very pronounced mid-hump, and its tone is often described as "nasally" or "honky". You might want to check it out, as well as the Fulltone BassDrive and the Xotic BB, which are tubescreamer-based, but modded a bit for bass. |

Rumor has it the Hardwire Valve Distortion sounds similar to the Animato so might wanna check that out.
