What would it cost to make a wet/dry blend pedal with a phase switch and in addition, a good EQ for the clean/dry signal only?
I am not sure is a semi-parametric three band would be better, or a graphic like on the GEB-7?

That's why DIY pedals usually just have pots and toggle switches, because those just require a drill.
You should probably talk to Barge, and look at their website, now that they are supposedly back in business. They already make a blend loop with phase switch, and it should not be a big deal for them to house it in the same box as an EQ of some sort.
Rough guess $200? |

I'd base it off a Runoffgroove Splitter/Blend. That'd buffer your signal, split it, and invert one phase as needed.
I was gonna suggest slapping one of those circuits in one of BYOC's 10 band EQ, but it appears to be out of stock. |

1) true Bypass
2) phase inverse switch
3) 3 band semi-parametric eq on the clean signal only, all three bands sweepable but at a fixed Q.
Last to address is the blend.Is it possible to have two levels, one for the dry signal and one for the wet, instead of single blend pot like on the Barge Concepts? |

with a blendable switchable overdrive section. probably a TS-808 variation. maybe i'll make it external, like you mentioned. the only thing i don't feel the need for is the phase variation...

The wet signal is increased or decreased relative to the dry signal. |

Maybe is an active tone control is needed it could be merged with a Mr EQ
