Do any of you have a certain % that you use when figuring out the price to sell used pedals at? I am sure that condition, rarity and demand also effect the price, but is there a base % then adjustments are made? Also, I am meaning roughly, I realize no one is going to $xx.67.

Also on the otherside of the coin, is there a certain % of new price on a used pedal that makes gas ensue quicker? Obviously the lower the price, the quicker it sells, along with factors such as need and time to acquire(ex. important pedal broke and a gig is a couple of days away). But discounting those factors, where is the point of serious consideration of purchase begin?

Uually "what the market will bear".
You kinda need to see what others are going for as a guide :hi/lo
In other words, check ebay,craigslist..to see the average...then "Jack it up" from there.(Oh , come on everbody does that, don't lie.)
That way when the buyer talks you down everybody wins.

They're happy(they got a fair price, AND haggled you down)
You got a fair price(which is what you were asking in the 1st place)

100% of ebay price and downgrade for worse condition or desperation to sell. Honestly, ebay tends to give a good consensus price for items that are commonly resold. It's harder for rarer items.

Most shops that do resale will will look on ebay and give you 50-70% of that price, then resale at the full ebay price.

Every pedal fetches a different percentage of it's original price depending on what demand appears to be. So vintage or discontinued pedals like the Digitech Bass Whammy or Akai Deep Impact can go for several times their original price. Most modern Boss pedals will go for around 60% of their new price.

Being the "dirty foreigner" I've just been paying asking prices when something comes up that I want to try and it's not available, or more often just crazy priced, here.

Some pedals do go for less here at auction, haven't figured that out. I got my EBS octaver for about 90US. A modern issue small stone went for 55. Not so many bassists here I guess so if it needs selling and there's only one bidder...

I think one rule of thumb is that a used item in great shape will sell for about half of its new street price. For me it's a matter of what they're going for at the time. I always prefer to buy used, and I want to pay enough less than new to make it worthwhile. When you buy used you usually aren't getting any warranty, etc, so if something sells for $150 new, and the best used price I can find is $140, I'll just buy new, so I can probably return it if I don't like it, and I get a warranty. I guess I'd say 25%-ish is my 'cut-off'...

Another factor for me, is what I can re-sell it for if I don't like it. With pedals especially, many of my purchases have been "I'll buy it, check it out, and if I don't love it I'll move it along..." I try to only buy things that I know I can at least break even on, sometimes only lose a few bucks, and sometimes make a few bucks....Another thing that factors in is how popular a pedal is. Some pedals you know someone will grab quickly, and others are so 'specific' that not many people would be looking for one and you may end up sitting on it for a while...

I'm about done messing with my pedalboard, so I'm doing less and less of this lately.....finally.....

Half seems a bit low to me, I don't think I've ever sold a pedal for half it's available price. For me it's usually closer to 2/3 or even 3/4 if it's something that's in high demand.

Obviously rare and/or discontinued items can sell for more than their new price.

As stated, past eBay auctions are a good judge of a pedal's value.

I don't base it off of what the new price was. I always try to keep a mental note of the prices I see here in the classifieds for all the pedals I own. Failing that, I do an ebay search for completed items, and try to hit the high side of the average for the completed prices (assuming that the ones that sold were used).

Or, I'll just look at the 'new' price, and adjust down to accomodate for wear & tear. Usually between 70-80% of new price.

Pedal prices in the classifieds here seem to usually be fair to both buyer and seller, along with E-bay's pricing.
