Pricing a Tube Works Blue Tube RT904

Found a Tube Works RT904 preamp on Craigslist through a seperate listing for some rackmount EQ's. Texted the guy to see if it was for sale, he said it could be for the right price. He asked me to make an offer, after some research, couldn't find anything price wise, new or used. What do you think? He said he bought it 1990, so its 20 years old. Whats a good price to offer this guy?

IIRC I've seen them go for like $200(maybe a bit less)on ebay, which seems high. I don't think I'd want to go more than $100, but I'm not looking for one, plus I'm cheap/broke.
I also recall reading(on TB)that between the 904 & 924, one was better for bass- can't remember which...
