Rose Royce: Car Wash intro - effect?

In the beginning of the song, there is a low level bass sound, before the hi-hat comes in.
At first, I thought it was a wah pedal, but after experimenting with it, I'm doubting it.

Envelope filter perhaps? Something else?
Not a bass guitar?

If I'm thinking about the sound you are thinking of, I'm pretty sure that it's a guitar with an envelope filter.
