Any chromatic tuner will facilitate down tunings as long as you know what notes you're aiming for:

E A D G
D# G# C# F#
D G C F

What tuner do you have? Maybe a manual is available online.

That sounds like it's in "bass" mode, not "chromatic" mode. Therefore, it's registering your D as a really sharp "low B". Chromatic mode would give you D#, D, C#, C, B, etc.

I never understood the need for instrument dedicated tuners.
You'd think that after a couple months of playing people figured their way through 12 notes and use a chromatic for everything.

Yeah, then put in chromatic mode and go.

+1 to Jazz Ad's opinion.

I remember when there weren't tuners, and I would have to walk uphill both ways barefoot through three feet of snow to tune my bass!

My Boss tuner, the white stomp box version, does this.
