Depending on what brand you're using and how it's set, this is really more of an envelope follower effect rather than an auto-wah (which is dependent upon playing dynamics in order to respond).
Considering that the flanging effect is slow-rated and rather "tubular" but not so harsh or bright, it's possible that it may be first in the chain.
The very dull edge of the picking attack suggests strong compression.
There is also a fair amount of reverb (it was the 80's) but that's in the overall mix rather than the bass effect chain.

avvie's suggestion of a flanger and compressor (and I'd say a pick with some palm muting) might give you a reasonable fascimile for doing this song as part of a cover set. It won't sound exact, but it would be in the ballpark.
On the other hand, if you wanted to absolutely nail that sound I'd say what you want is a Moog MuRF and a fuzz with a clean blend that is set to be mostly dry signal. I'd never listened closely to Juke Box Hero before, but doing so just now I realize I've gotten pretty much that exact tone when using my (now gone) MuRF and light fuzz. |

Very possible, and after Jared's observation I'm more inclined to agree. I don't have one, so I didn't think of that option.

Meanwhile, I'm trying it myself using my own suggestion and I'm having better luck with a chorus rather than a flanger.
