Stingray, pick, smiley face EQ at (what I presume) is a tube amp.

The only reason it sounds like an "effect" at 22-23 is that the rest of the band stops playing so you can clearly hear the scooped mids, boosted treble snarl. It's a great tone by itself but tends to get swallowed up in the mix as you can tell from the rest of the song.

trying to find out what effects are used in a recording can be tricky. the mixing engineer can add a million effects from A to Z to the bass track during the mixdown

If its the Bass player from Avenged Sevenfold- he usually uses GK 2001 amps...

Lots of gain and smiley EQ. Very efficient for hardcore stuff. The SansAmp BDDI is great to get this kind of tone.
