It changes or enhances your sound.
You can get different FX in one pedal.
Always useful.
Price range: 10$ - 500$.
Plug bass in, plug pedal into amp. Twiddle knobs ´til it sounds good.
But as I said, maybe google, Wikipedia, and various websites could help.

JB | They form your sound, for better or ..... Well sometimes the pedal will not add anything good.
There are so many pedals that do various things, distorsion, overdrive, compression, pitch changing etc. What you are asking for is so general, so there are no answer for that.

An effects pedal takes the wave signal coming down the cable from your bass and changes it before sending it on to your amp. In general, you plug bass to pedal, then pedal to amp. If you're using multiple pedals, you plug them into each other in a chain.
Yes, you can get multi-effects pedals, like the Digitech BP50. These are good affordable ways to start exploring effects, but most people like to get individual pedals for specific sounds so they can shape the exact tone they want.
As others have said, there are lots of different kinds of pedals, so I'll let you explore around. These are some of the common major types:
Distortion/fuzz/overdrive takes part of the signal and, well, distorts it. This gets that gritty, crunchy kind of sound you often hear in metal and such.
Some pedals affect the volume of your signal, like compressors and limiters. Basically, if your playing is producing uneven spikes of volume, these smooth it out.
A lot of the different effects are ways of redoubling the signal of your note, sometimes putting some of its frequencies out of phase with the main note or other effects like that. These would be effects like echo/reverb, flangers, chorus, envelope filters, things like that. These often get you those kind of space-age zoomy sounds or whatever.
Another thing you'll see available is amp modeling. Basically, the pedal tries digitally to reproduce the particular qualities of well-know amplifiers. That way you can sound like you're playing through an Ampeg or whatever without having to go out and buy an actual Ampeg.
That's a rough guide. I'm just exploring effects myself, so I'll let others correct me if I've mischaracterized anything. And yes, in future -- read the stickies and do a search before launching threads, some questions have been done ad nauseam. And don't ask what's the best bass for metal.

i recomend starting with a nice fuzz or overdrive pedal.
