I recently bought a power suppply that allows you to modify the number of volts that go to whatever it's powering. It goes from 3 to 15 volts and I was wondering if it would be possible to use it at about 6-7 volts to get a starving battery sound out of a fuzz pedal without damaging the stompbox.

As long as it is an analog fuzz pedal, then yes, that will work fine. Digital pedals tend to just turn off if you starve them of power. No, it shouldn't damage anything.

The issue with this kind of variable power supply is that most of the time they are not regulated and do a very bad job with music tools. They're prone to fry your pedals, produce hum an so on.

I'd feel better about using something like the Dying Battery Simulator.

Anything capable of putting out enough voltage to fry your pedals sounds like a gamble to me.
