'62 Jazz with concentric pots?

I found this diagram for a stacked concentric pot Jazz, and I'm a little confused on the tone control side



I have always left tab three empty when wiring up a tone pot, but in this diagram it appears to be bridged with tab two. Is this right?

If not, how do I get the concentric pots wired so I have an independent tone control for each pickup?

The third tab is bridged with the 'white' wire from the second. If you would like, I have a clearer diagram from somewhere I can email you the .pdf, pm me your email and I'll get it to you.
