EMG jazz pup problem

I've got a MIJ jazz with a set of EMG's and the neck pup is having a low volume problem. The bridge pickup sounds fine and has good volume but the neck pickup is really quiet when soloed but the attack is extremely percussive. They are fairly old J's so I'm thinking it might be the pre-amp inside the pickup.

I got the wiring guide off of EMG's website and everything seems to be wired correctly and the solder joints are not perfect overall although the ones on the neck volume pot seem to be pretty good.

Any ideas?
