horrible buzzing, fender J

im pretty certain this is a common problem, but my fender standard jazz bass gets horrible buzzing out of every amp i play...except when I: 1) have my hand on a metal part of the bass 2) have the tone knob all the way down. Its been like this for a while, but im just wondering if there is a quick fix to this, or am i going to have to get repairs. Thanks for the help.

Shield the pup and control cavities helps quite a bit. Noiseless or Split Coil pups kill all of it, especially with shielding.

The following suggestions are in order of price, low to high.

Seymour Duncan Classic Stacks
Nordstrand Split Coils
Lindy Fralin Split Coils

Sounds like a problem with grounding maybe? Sheilding will definitely help, but the factory stuff shouldn't be so bad that it would do that. My friend had an el cheapo electric that did that, but I can't recall that he ever fixed it. Kinda funny, he actually ran a wire from his bridge into his pants, and it stopped.

Changing pups would def. be your most expensive option, but it is a good excuse to get new ones, I guess. Don't forget about Dimarzio Model J's, they sound great and are only around 90 bucks a set, if I recall.

CHeapest thing to check to start with is the connection from the pots and Jack to the bridge. Pull the Bridge off and move the ground wire under the bridge out of the dent it is sitting in and that should give it a better connection. If you have a MultizMeter Check to see that you can read continuity brom the bridge to the input Jack and from the bridge to the back of the pots. Any one of these not connected properly could cause this problem.
