Humming and Buzzing

hey i have a jaguar bass and i cant seem to get it to stop buzzing. Could it be because of the active/passive preamp system? also becuase of the amount of metal? i was wondering if anyone else has the same prolbem. If so, have you fixed it or just deal with it.

I seems every time i touch the metal sheet the buzzing is reduced but not totally gone.

sounds like a grounding issue, especially if it is reduced when you ground it by touching it. Also, I can't remember if the jag has single coil pick-ups in it or not, but if so, some 60 cycle hum is par for the course.
