Jaguar Bass active electronics don't work!

Recently bought a brand new Fender Jaguar Bass off eBay. Unfortunately, the active part of the circuit doesn't seem to be working. Any ideas?

I had a Jag for a short while (bought new).
One of the active tone controls wasn't working so the store tech and I popped off the cover, compared the wiring to the schematic, and discovered the treble pot was wired backwards. Heard from a few others here who had similar electronics mistakes in theirs as well.
And the Japanese are supposed to be superior in electronics?
