| Noll preamp, low output?

My guitar tech just installed a Noll TCM2/ B2003 in my bass.I love the tone but the output is very low compared to my other preamps.Also the vol is only active on the last 10% of the turn.The Noll came prewired so I would imagine everything is hooked up right.I have a full battery installed.
Is there anyone else here who a a Noll preamp who could tell me if this is normal or if I might have something hooked up wrong.Or is there a modification possible to give it more output?
