Pickup diagnostics?

I have a set of Fender's "Original '60s" replacement pickups. After putting them in a project bass, the bridge pickup has very low volume. I mean like a tenth of the bridge pickup volume. I checked all the wiring and solder joints, and even hooked the bridge pickup to the neck volume pot to see if it was a pot problem. The volume was still very low and the tone very thin.

So, I could just get a new set of pickups, but I thought I might try to see if I can figure out what's wrong with the ailing pickup. The thing is, I have to idea where to begin. What do I look for? I can get a circuit tester if that would help to figure out what's wrong.

Hook the pickup directly to an amp. Don't have it connected to anything but a cable feeding the amplifier. If you induce a signal (If you have the PUP on a bench, or have to take the strings off your bass a tuning fork will work just fine.) and the output is still exceedingly low, the problem is with the PUP. If you get a nice full output from the PUP, it's something external to the PUP.
