Pickup static advice

So due to a busy schedule I hadn't gotten around to playing much recently which sucks, but now that I have more free time I'm back on track and playing more again. I've realized in my recent playing sessions that I have a significant amount of buzz noise coming from my amp when my fingers aren't on the strings.

This buzz or static is amplified about 10 fold when I boost the tone knob. Now I'm thinking its poor grounding on the tone knob, or I need to shield my bass, but I'm really not sure. The amp itself is not the greatest one in the world, but its still not bad. As far as room conditions are concerned, I'm basically in a basement with floating ceiling and 2 fluorescent lights. It could be cross frequency, but for some reason I doubt it.

Any ideas on what it could be and more importantly, what I could do about it? Would fixing a grounding issue consist of anything more than re-soldering?

I'm having this exact same problem. I just got a new amp and it's doing it with that one as well. I'm thinking its the stock pickups in my MIM Fender Jazz but I'm not sure. Can anyone help us out?
