Possible Pickup Issue?

I bought a Squier Bullet bass from '85 a while back but I'm having an issue. The G and D strings are super quiet compared to the E and A strings. I've tried raising the pickups and nothing seems to help. Do you think it's a pickup problem? any help would be great.
