Strange ground buzz

I have a gsr200 and whenever i have the tone on and im not touching any metal parts of the guitar theres an annoying buzz when im playing in my house and some other places

and strangely whenever i touch the screws on my precision pickup the buzz gets louder, but in some places it doesnt buzz at all. i was in a tiny gig and the sound man said theres a problem with my guitars ground but whenever im at my teachers house it doesnt buzz at all and also in a few other places it doesnt buzz.

maybe its my crappy amp? or is it really my bass?

That's a normal behavior of an unshielded bass. First, always keep your hands on strings - good muting is good even if your bass is perfectly shielded. Second, consider shielding your bass. Looke here for more information: Jazz Shielding Pictorial (Big Images Warning)

It will buzz when you don't touch strings and/or metallic parts.
