If the noise disappears whenever you cut the treble, your bass is picking up electrostatic noise from its surroundings, could be caused by a million different things - the solution is to shield the bass by making a Faraday cage around pickup cavities and the electronics.
Google around for tutorials on how to shield a bass. I did it once and it worked perfectly.

If it's a low-pitched buzz that appears when you solo a pickup and disappears when you turn them both up to full volume, that's 50 Hz (EU) or 60 Hz (US) line noise caused by the wiring at the house, studio or venue you're in, it's the nature of single-coils. If the noise drops when you turn down the passive tone or active treble knob, that's broadband electrostatic noise. Shielding helps both problems to a degree, but it's more effective against the latter.
