Thinking about changing PUs and preamp in my Pedulla, advise

I have a Pedulla Thunderbolt, 1995 model, in excellent condition. I seriously think that the preamp has issues. I was considering purchasing another bass, say an Elrick or Roscoe, in the $2200-$4000 price range. Thinking about it, I thought maybe I could change my pick ups to Nordstram dual coils and upgrade the preamp to an 18v. What do you all think about this? What preamp do you recommend? I would like series and parallel.
