Tone knob does nothing

So way back in April of 2011 I took my bass in to get the wiring because I had wired it up myself and wasn't getting any output.

Well, I don't hardly ever use the tone control, but when I went to try to use it, nothing happened.

I've been meaning to get it fixed, but since I use it so rarely, I just haven't really worried about it.

This is what the wiring looks like:

Yeah, I tried to follow the wiring diagram as best I could. Not sure what's up.

The wiring looks right, so either the pot doesn't work, the cap doesn't work, or the cap is the wrong size.

Especially the joints on the body of the pots. Those are tough to do even with a properly rated soldering iron, and the joints on the back of that tone pot look suspect.
