tone/volume relationship

Another question bout my cheap chinese bass:

The tone knob really seems to affect the volume... meaning that sometimes if I have the tone knob most of the way one direction, no sound comes out no matter where the volume knob is... then when you adjust the tone knob back, it gets louder. The closer the tone knob is to the (no sound) side, the steeper the "slope" on the volume knob is... meaning that a very small adjustment makes a BIG difference, and the farther you turn the tone knob, the less steep the difference gets (I am sure there is an actual term for the "slope" I speak of... sorry guys). Is this normal/common/just plain wrong? Is it wired wrong, or just cheap, crappy pots (as I suspect)?

I'm for serious XD

I mean, I switched one of my basses from cheap passive electronics, to active EMG's

why wouldn't manufacturers put new pots in with their pickups? GRR well, I suppose I'll have to budget for new pots in the future.

EMGs are the only ones which sometimes supply pots.

Most pickups arent supplied with pots
