Volume Blend Question

Explain to me the blend situation.

For instance on a V/V/T bass, when both volumes are at max, both pickups are at 100%. When both are the halfway point they are each at 50%.

Now when a blend is at the halfway point are both pickups at 100%? What about when the blend is at 25%(the halfway point between full neck and middle position) or 75%(halfway between full bridge and middle position).

I am trying to decide if I want V/V/T or V/B/T on my new jazz.
