volume off creates additional noise. Thoughts?

Active bass, but happens in both active and passive.

When you turn the volume all the way off, the bass generates a very loud noise. It also happens when the passive tone is tuned all the way down. This suggests that it some kind of grounding problem.

If you open either pot ever so slightly, the noise is reducted significantly.

sounds like something isn't grounded, like the pots themselves.

Does the noise go away, or is it still notable when the pot is nudged forward?

If it all but disappears, maybe the wiper of the pot is extending beyond the range of the resistive element? If so, then a new pot should solve it. I've got guesses for everything.

that would make sense if it was only one pot. But, it does it with both the vol and the passive tone. I think it is a ground issue.
