volume question

i replaced the v/v/t pots on my bass now i cant turn the volume all the way down it goes a little but not all the way. got cts 250 pots w/.47 orange drop cap. any input would be great

Is the third terminal of each volume pot properly grounded?
If the pots are wired correctly, there should be 0 ohms resistance between the signal and ground when the volume control is turned all the way down.
