Weird tone thru amp, caused by a lamp being "off"...?

I got one of those cool lamps that puts out UV radiation for the darker months. Nice and bright, and great for working on basses.

Weird issue, though: lately when I've been practicing, I've noticed an electronic "tone" coming through the amp - like an extended "beep". I was able to ignore it for a day, and then I wanted to get a closer look at my bass while the amp was creating that tone, so I turned on the lamp...

...and the "tone" went AWAY.

Is there some sort of buffer I can plug the lamp into before I plug it into the wall that will stop this? My entire house is on the same circuit (small condo), and I'd like to be able to record with this lamp off - yet not have to unplug it every time either.

So it happens when it's off, but it doesn't happen when it's on OR when it's unplugged?

Put it on a power strip and turn it off there? Is it a two or three prong plug? If three, maybe lift the ground by using one of those grounding adapters?
