A "grounding plate" in the control bay keeps you from having to run ground wires from pot to pot. You can just throw down copper foil on the floor of the control bay and do the same thing - that's what I've done. But if anything live touches the bay floor - it goes to ground. So no sloppy solder job at the lugs or lead connections drooping to the bay floor.
No doubt someone has made such a contivance for a pup in the pup routing but not a monumental leap to extroplate to venture it does the same thing - or you could just attatch the ground wire from the pup to the covered bay floor - which is probably what they're referring to anyway.
