What is this(pup question)?

I have noticed lots of noise and wanted to possibly shield my pups so I opened it up and had a question. What is this little thing called in the pic below? Its what the pup sat on...also does it matter that the little black wire isnt connected to anything?

I think that's a pad that the PU sits on, so when you put it in it doesn't flop to the bottom of the route. The wire could be a ground?

The copper plate helps shield the pickup and should go to ground.

The foam helps keep the pickup tensioned in the cavity and not flopping around in your bass.

If the ground isnt connected could that cause hum?
