| I'd go for a volume, blend, tone. That's becasue I've been playing mostly single volume control basses (primarily Precisions and StingRays) since 1977. Two volume controls is a fussy and clumsy way to blend PUPs.
But if you don't really bother with blending, then go for a master volume, a master tone, and a toggle switch, just like a Telecaster guitar. Straightforward, efficient, and hard to break.
Then as fitbass3P says, explore the coil options with the MM PUP.
