When a volume won't go silent

I have a dual concentric pot control that is experiencing a smidge of strangeness. When I roll the volume all the way off, I am still getting about 10% of full volume.

Each of the pots is a stacked dual 500K control like this



I am utilizing this for a wiring configuration (the configuration is listed on the Fender site)




utilizing a multi-tester to check for resistance, I cannot find any place where I am getting a short or cross connection. with the volume rolled off, I get proper resistance across each tab. with the volume rolled on, I get proper resistance across each tab. The wiring is clean with no touching leads. I have no ground buzzes or crackling.

with the volumes off and plugged into an amp, I can tap on each pole piece and hear the click of my screwdriver touching the magnet

am I missing something here? I have not had this experience in the past

It sounds like the ground terminal on your volume pot may not have a good connection.

or the pot itself may just be defective
