A portable Digital Audio recorder. Preferably cheap about $250-lower. I don't need anything with superb sound quality I just need a rough one to record simple **** for when my band practices I can record the whole practice then put it on my computer because when we jam we make some coool **** we just don't know what we played in the end. So if anyone can recommend me one to buy or somethign you'd help very greatly.

The MicroBR would be great for this if you can wait a bit longer. The MicroBR is a new product, yet to be released. I've been able to see and put my hands on a pre-production unit and it would be ideal for what you are wanting to do.

If you need something right away, the Zoom PS04 is a stand alone 4 track recorder with stereo mics in your price range and it is currently available, unlike the MicroBR. The PS04 records to the Smart Media card format, which I am not a fan of, but if you need something right away, this may be the ticket.

the edirol r-09 is fantastic. a tiny bit more $ than you mentioned, but it's got 2 built-in condenser mics & is a breeze to use.... to statr recording, you just press one button twice.
the recording quiality is stunning for the price

Not perfect by any means, but cheap Sony HiMD players abound these days. Just don't buy the latest offering from Sony, they've redefined the term "retrograde" yet again. I use the MZ NH900 and the results are stunning. Bought brand new for AUD$200, complete with a stereo mic.

Do you happen to know when it will be released?

Well, I can give a "best guess". The most recent update I have is mid-November, but who really knows? There are so many things that could happen in manufacturing and production that could change this.
