The Electribe, while able to do more, definitely leans towards the dance music side. I'd suggest checking out a used Akai MPC- they're samplers as well, but the onboard sounds are more hip-hop oriented, which is more in line with Portishead and the Poe I remember hearing (that was a long while back though). Maybe have a lookout for either a good used synth (for the organ, piano, and ambient parts that are in most Portishead songs) or some software with these sounds that you can upload to whatever sampler you use.

BTW, a lot more people will look at your thread if you give it a better title than "Question?"

Thanks getting a lot of looks just no replys, What kind of drum machine would you use. The only reason I am asking is because I am mainly a Metal Bass player and have never done anything like this.

Both the M-Audio and the Electribe/Akai MPCs act as drum machines.
