Strange crackling

To begin with, I'm an ameture player who is just starting to play around with recording, so long time experts, please go easy on me.

Anyway, here's my issue: I have a peavy dyna-bass plugged into my computer and it's exhibiting some odd behavior that makes it practically unusable. There is often a crackling sound which sometimes makes the recording spike in volume. There is also the problem that sometimes it doesn't seem to even be picking up anything. I know it's not the chord because I use the same chord for my guitar and it does not do any of these things during recording.

I realizse that may not be enough to get an exact solution, but does this sound familiar to anyone and can you offer me some advice on what to do? Going to a guitar shop is not an option as I live in the boonies so I have to handle this myself.
