Bolt on neck: Painted neck pocket?

I was messing around with a bass the other day and I noticed the neck pocket was fully painted when I pulled the neck off... I do not normally see that. Does that matter, tonally? How come most (Fender) bolt ons have no paint in there?

Shouldn't make a significant difference. Often there's not paint there, because that's where the bass is hung during painting.
