2 inches?!? Seriously? That sounds very problematic.

But nothing is impossible. Got pics?

Whoa, that's gonna need a major overhaul!
Can be done, with a lot of blood sweat and tears though.

Is it missing some neck screws too, or are the screw holes worn out? That neck is pulled way out of the pocket, that will account for some of that 2" action. Is that crack in the side all the way through or is that just in the finish? I've seen some basses in worse condition that have been restored so it's definitely possible but it's going to take a good deal of work.

You'll be flogging a different kind of horse. One that is on life support. Looks like a set neck to me that's pulling out of the pocket. Do you have a good reference picture of what one in proper shape looks like?

I thought that it might be a set neck too, but when I did some google image searching the ones I saw pics from the back had metal plates for a bolt on. Admittedly I did not search too much though, so maybe they made both types or the one I saw was a retrofit from a set neck.

Almost anything can be saved, it depends on how skilled your lutier is and how much you're willing to spend on the restoration! The key is not fall into a trap of continually sinking money into the project because you've already spent "X" amount of dollars on it already.

Get a couple quotes from reputable techs, and do some hard research on what the bass is worth, and find out weather or not you could find a playable one for less than fixing yours.

If it is too far gone for repair, you could also use it to make templates and build your own copy. That way you could use better quality materials and spec things out to your liking. Obviously it would be a lot of work, but if you've been thinking about getting into building this could be a great way to start.

In the pics that I found there were both set neck and bolt on. Here is one that looks like yours that is a bolt on.

Well, that should make it easier... unless that area has been mangled by a previous owner. Let's see some pics of the back!

Yeah, and I'm still a bit confused about the action. How is it two inches high? Wouldn't that just be fixed by lowering the action? Or is it something that we couldn't see in those pictures?
