Fretboard reconditioning

How does one know that a fretboard is beyond hope? I just purchased an old 60's Sekova J copy, and the board is in pretty rough shape. Besides needing a fret job, it appears that no one ever did anything to keep it conditioned. Oddly enough, it also appears to be maple, stained to look like rosewood. Is it possible to recondition it, maybe have a new board installed? Is it even feasible? I hate to replace the whole neck if I don't have too.

I'll try to get some pictures, but I need to borrow a camera.

If you can remove the fret and the wear on the fingerboard isn't too deep the fingerboard can be trued and by doing this you would be removing material from the fingerboard exposing a new surface. If you could post some pictures of the wear it would be easier to diagnose.

Ok, so I tore into the Sekova all proper like today, and it turns out that I have a genuine plywood bass.

Good news is, the fretboard isn't in as bad a shape as I first thought. It is in desperate need of a re-fret though.

Bad news is, I don't think that's possible. I'm 97% certain that the fretboard is also plywood. It seems the only piece that is real wood is the neck itself.

Now I don't know what to do with it
