Help for fretting a maple fingerboard

Hi guys,
I need a little help from you.

I' m trying to to build a fretted bass with a maple fingerboard and the question is :
I have first to varnish fretboard and then install the frets or it' s quite the opposite, first install the frets and then varnish the fretboard ?

In this case if the varnish covers the frets, how can I remove it without damages ?

I don't finish the board before installing the frets because the slots would be filled with finish and that's a drag. Plus you want your finish to cover the edges of the fret for a nice seamless look. I finish over the frets and use a common nail with a groove filed on it's head to closely match the fretwire to remove build up after each coat when it's tacky but not cured. You scrape away most of what you can, but don't worry too much about cleaning it up 100% because you'll have to dress the frets afterwards anyway.
