Newbie wants a build project and needs advice

I’d like to try my hand at customizing a bass and I have some very basic questions. I plan to do a refinish and change electronics:

1. What is the difference between a high dollar, regular, and cheap bass. For instance, a Fender Custom Shop, MIA/MIM Fender, and Squire. I found an Austin Pbass for $30, is it worth the effort or should I use at minimum a Squire? I can get a Affinity for $50.

2. Can you fill the split p holes in order the turn it into a Tele or 51 P? If so, does that take special tools? BTW is there a difference between the Tele and 51 P?

3. If you buy a body and neck off ebay, how would you know if they will fit? i.e. Peavey body and SX neck. Or if I use the Austin, will a Squire neck fit?

1) Quality
2) Yes. You will need serious skills/tools/tolerances
3) You will want to assemble a complete kit your first time through
