Inconsistent new PM popups

I'm getting the new PM popup about 50% of the time.

Also, would it be possible to add "start a new PM" to the Quick Links? It's down a few levels now...

I have had this issue as well.

I suspect I get it if I am online. If I am off, it does
not come up necessarily when I log on.

Nor am I sure email notification is consistent.
