Check this link:

Hopefully, at some time in the future, you will return to TalkBass and ask for a link on how to read standard notation.

How are you supposed to know the timing, though?

Do you mean the time signature of the song or the duration of each note? Time signature is usually at the front of the tab or you can determine it from listening to the actual song. As for note duration, unless you're using software like GuitarPro or Tabledit, the duration probably won't be evident either. Sometimes, the tabber tries to suggest length through the spacing between notes but you should really listen to the song you are imitating to get the right feel for it.
