You can be in a band the first day you touch an instrument if you want.. I would be careful about playing in front of people until you have some chops and your band has gelled music-wise. It's a great way to learn the instrument.

Just adding another $.02 to the pot. I WISH I started jamming with others a long, long time ago.
I'm 50 and I'm just now in my first real working band. I've learned more in the last 4-5 years of jamming with other musicians than I did in over 25 years of playing along to recorded music.
I was always "too busy" or, really, too scared to get out there and try something new.

I joined a band on bass and then borrowed a bass the day before the first rehearsal to figure out how to play it. That was 1980.

Sometimes people over think these things. As stated previously the punk ethic is to go out there and do it.
