There's being obscure, and then there's just being too stoned to make sense. Green Day is very punk for 9 year olds. Not sure what their toenails have to do with anything.

The film is documentary of a Finnish punk band, Pertti Kurikan Nimipäivät, whose members are all mentally handicapped people (Down syndrome, Williams syndrome, etc), and whose songs are about what's wrong with their lives - having to go to the pedicurist's, not getting to choose where you live, being taunted for your speech impediment and so on. I think that's the "real" punk attitude, not being happy with the conditions in which you live, and making music about that.
