Referral Services? Good Bad?

I have heard about referral services. Are they good or not exactly what they should be? Any info would be appreciated.

I know a bassist who use to play on the road, and would hook up with bands through Dick Mcvey's referral service. (www.dickmcvey.com)

Other than that, I don't know much about them.
