I ran into a situation in West Allis a while ago and becasue I have a similar gig in the city of Milwaukee tonight I thought I'd look this up and carry a copy with me. I'm 19 years old and play the bar scene in my area. However a few months ago I was not allowed to play in a bar by the owner because two of the 3 members in my band weren't 21. I knew this statute existed but didn't want to fight it that night because I partly believe that some of the issue was a racist owner (first 4 people to walk in were 2 mexicans and 2 black guys), I didn't have a copy of this on me, and someone we brought to watch was also underage and would have had to sit in the car all night.
Below is straight from the Wisconsin State Statutes chapter 125 Section 07.
I thought I would make like easier for anyone in a similar situation as I am and post this so you never have to show up at a gig only to be told you can't play it.
This applies to anywhere within the state of Wisconsin. I do not know the laws of any other states on this topic.
Also, If you are under 18 you can play the gig if your parent is there... I just didn't look up that statue as it doesn't apply to me. but it is in the same section I believe.

125.07(3)(a)
(a) Restrictions. An underage person not accompanied by his or her parent, guardian or spouse who has attained the legal drinking age may not enter, knowingly attempt to enter or be on any premises for which a license or permit for the retail sale of alcohol beverages has been issued, for any purpose except the transaction of business pertaining to the licensed premises with or for the licensee or his or her employee. The business may not be amusement or the purchase, receiving or consumption of edibles or beverages or similar activities which normally constitute activities of a customer of the premises. This paragraph does not apply to:
125.07(3)(a)9.
9. A person who is at least 18 years of age and who is working under a contract with the licensee, permittee or corporate agent to provide entertainment for customers on the premises.
