It was a relatively recent decision by 'the management', after some hard lobbying from certain members who were annoyed that a thread starter could delete all their hard work!!
I think the recommendation was that you edit your post to say something like "Can A Moderator please delete this thread" ...?
Anyway - normal users can't delete whole threads, only single posts.
