A Way To Reach The Unreachable?

Is there a way to contact someone who doesnt have "PM" enabled and not sharing their email address?

Not really... If the user doesn't want to be contacted I usually respect that choice... unless it's an emergency or issue of forum usage. In rare cases I have acted as an intermediary, sending the user a 'xyz wants to get in touch with you, here's his email if you want to open dialogue' sort of message.
