This sounds a little like what happened to a local guitar shop. It went bust and all the instruments were taken and auctioned off, even customer's who had them in for repairs! They couldn't get them back.

Have you tried a lawyer? - My other thought is - the local Police department might be able to get you in or know the procedure that you could use to legally reclaim the bass.

First of all, sorry to hear about your bad luck with your bass.

Ok. We're talking last year when the bass was left?
Someone else owns it now - it's gone through the IRS channels and will have been
auctioned somewhere.
Count your items in and out at shows and do a final sweep before you leave.
It's the only way.

Well I'm a newb....don't shoot me ... here's one.....

I was in a working band with some mates and at a certain point I parted company with them (somewhat amicably)
The guitarist asked me if he could take my '60's Epiphone 12string guitar out on the road and I agreed.....well, he was a mate.
Long story short, it got ripped off somewhere down the line and he came home with the bad news....claimed insurance and gave me $300.....
Cut to two years later......police found said guitar in a raid on some 'P' kitchen and returned it to my mate.Would he take the $300 back and return my guitar to me? No way dude! It's mine ...I paid you out! Kinda put a crimp in our friendship.
That guitar had not only financial but also sentimental value and without consulting me he claimed the $300. Chickenfeed I thought.

Pop quiz: Was he right?

I'm not 100% that the IRS is even involved. OP mentioned "tax evasion", but there are several different taxing authorities on a club. It could be local/county real estate or business taxes. It could be state liquor taxes. Regardless, there are a number of possible avenues to chase. The speed with which the (closure/seizure) action took place suggests to me that the authority is probably closer to local in scope. If that's the case, it's not surprising that the IRS is of no help & sometimes it's hard to tell the difference between stonewalling & just plain not having any information, when a huge bureaucracy like the IRS is involved. Some perseverance may eventually lead to a happy ending, but time is definitely not your friend.

That's no friend. That's just plain a bad person, even if he wasn't your friend.

I can not believe some of the posts in this thread.
It was a Highway 1. They are great basses, one of my favorite Fenders but come on, they sell used for around $550-600.
You are going to get a attorney and fight the IRS. That should cost you a couple grand minimum.
Or you are going to commit breaking & entering to get your bass. Get caught and you are back to a couple grand with a different attorney.

He made a mistake and learned a life lesson.
Live and learn. We have all done stupid things.

It is still a lot less of a financial loss then the musician that gets a DWI on the way home from a gig.

Seriously? That is not a friend, but a douche disguised as one. My friendship would end, and probably there would be some violence too.

How can he think the guitar is his at all?
