Curious Jazz bass

An aquaintance showed me a Jazz he is trying to figure out. Rosewood board neck without skunk stripe. Nicely factory polly finished looking neck. There is a Fender decal but no serial number. The heel reportedly says 62 JB 03. Also, on the back of the headstock is a little burned in feeling logo with "Genuine Fender." I didn't have my glasses on and couldn't see it well. Reverse tuners. Neck pocket has 1999. Nice alder sunburst with tort guard. standard bridge with grounding strip. No stack knobs. Just trying to figure out what he has. Maybe a '62 reissue neck from '03 on a '99 MIJ '62 reissue jazz body? He said something about its actual owner saying it was "custom shop." The whole 60's vibe going. Sorry, no pics. Can any body say for sure what models would come with the grounding strip? Any thoughts out there?

OK. Thought my op might generate a little discussion. I guess I am most curious about the neck. Is there such thing as a legit '62 reissue neck with no serial number? Reverse tuners, no skunk stripe. Polly finish. "Fender" decal on the headstock but no "Jazz Bass." Really looks to be a factor ypolly finish or very professional refin. What could that neck be? Because of the grounding strip, I think the body may be MIJ
'62 reissue.

Get pics if you can, that will help a lot. Closeups of the stuff you mentioned would be best.
